Section 5.5.3. says:
Implementations MUST use a string-to-key specifier; the simple hash
is for backward compatibility and is deprecated, though
implementations MAY continue to use existing private keys in the old
format.
It should say:
Implementations MUST generate a string-to-key specifier; the simple
hash is for backward compatibility and is deprecated, though
implementations MAY continue to use existing private keys in the old
format.
Notes:
MUST use and MAY continue to use the opposite is a contradiction.
