Section 3.7.2.1. says:

This last possibility, the cipher algorithm number with an implicit
use of MD5 and IDEA, is provided for backward compatibility;

It should say:

This last possibility, the cipher algorithm number with an implicit
use of MD5, is provided for backward compatibility;

Notes:

The cipher algorithm is determined by the number. There is no implicit
use of IDEA.
